What it means

NOTOPEN means CICS could not use the resource because it is not open. On WRITEQ TD, for example, it means the destination is closed (it cannot happen for intrapartition queues).

Usually the resource needs to be opened by operations; the program should report the problem clearly.

Typical causes

  • The resource was closed by an operator or a batch window.
  • The resource failed to open when the region started.

How to fix it

  1. Check the resource status (for example with CEMT INQUIRE) and open it if it should be open.
  2. Look for open failure messages in the CICS log.
  3. Code RESP (and RESP2) on the command and test the value with DFHRESP.
  4. Agree with operations when the resource is closed for batch.
