What it means
The client tried to open a network conversation to the address in its channel definition and failed. The queue manager did not even see the request. It is a network or listener problem, not a security one.
Typical causes
- The listener for that port is not running.
- The connection name (host and port) in the client settings or CCDT is wrong.
- The network is down or the host name does not resolve.
- A firewall blocks the port.
- A security exit on the SVRCONN channel blocks the start of the session.
How to fix it
- Read the client error log for the network error detail.
- Check the listener is running (DISPLAY LSSTATUS on distributed; on z/OS the channel initiator and its listener).
- Check CONNAME, for example host(1414), and that the host name resolves.
- Test the port from the client machine and check firewalls on both sides.
